Everything.
All we need is active GM to provide support (tixx/events/check logs). There is no need to dump a lot of time and money to revamp HB, just a little to keep it going.

I love the blanket love... but whats your favorite things? What do you look forward to doing? Favorite items? Tweeks on items? Items you wish existed?
The basic administration goes without saying, and is most certainly on the list of needs rather than wants. As for the dumping time and money, I think you should look at it more as getting attention. The higher majority of the (vocal) player base have wanted iEnt to take a more noticeable step, they wanted iEnt to care. This is just that. Helbreath may be able to sputter along on its own as is with a few simple changes, but we have a chance here to do much more than anyone has been willing to before. Helbreath deserves that chance, and the community deserves a larger attempt at something bigger than a few small changes.

OK... time to be serious.
I miss the low level experience. I know it's probably just nostalgia, but it seems like there is really no reason to kill the lower mobs now because they are too easy and have crap drops. I liked needing a party to kill a unicorn and even the war/mage combo against ogres/ww/ettins/etc was super fun. I remember the day that my brother created a mage to paralyze mobs so that I could kill werewolves with my level 85 (boss in kplate) flam war. Best day ever... until we realized that we needed to spam mm to get some magic %s so that we didn't fail zerk every other cast.
Having said that... I have no clue how to keep the low level and high level experience balanced without a large player base. If you need 6 people to kill a unicorn, then how would anyone ever kill a HC, wyv, or god forbid, abby with only ~20 players total.
On another note, I love the idea of upgrading armors through TT. Not a huge fan of U tokens, but I would rather pay a couple bucks than not have the option. I think that this was implemented very well. The upgrade TT cost is high enough that no one is going to be walking around in hp91 armors without having dedicated half a decade or so to collecting armors.
Having said that... I absolutely hate the 49% drop cap. I hunt to get items that are legendary... so at least make legendary drops a possibility, or completely remove them from the game.
Another thing that I miss is mid-grade weapons. Rep 7 Ancient War Axe?... junk. HP 91 Righteous Flam?... junk. Second drops are great, but I don't think that they should overpower nice first drops by such a large margin. In fact, I would like it if a decent bh hit harder than every bow in the game.
Lastly (for now), mining/crafting/fishing/alchemy/manufacturing... give them some love.

Im really excited to see someone relate back to the low lvl days of the game. To me, Helbreath was always (in its original state) a game where PVP mattered from day 1. Barracks raiding, and hunting North Dungeon!
You make alot of good points. I was just talking about this last night. Everyone loved how everything worked (for the most part) when there was a large player base, because it was harder for an individual item or player to be noticed on a "over powered" level. Once the player base dropped, people started attacking the items as being OP, because when a fight never consist of more than 5 people, a mage with full DK+mer+mshieldwand did not die easily (though they are arguably non- effective when forced to be a punching bag).
Off the top of my head, making lower level things more appealing to kill would probably include making gold more of an important role in the game? Larger variety of weapons and armors throughout the leveling process. Meaning, you are not only trying to reach a str "tier" but higher and lower grades of weapons within that tier perhaps?
I do not want to speak much on shop process, personally I do not like paid options that give in-game advantages, as I don't want helbreath to turn into a process of who has the best Job.I would like adults, kids, everyone to be able to Enjoy HB like I did, back when I was in school, and not working and begging mom for the subscription fee! I do think its a great option for aesthetic based items.. but its all open for discussion currently. Note: I do not know what "Upgrade TT" refers too. Sorry.
Drop rates are something I believe will be addressed. Again, in my opinion, if it doesn't drop, it shouldn't be in game (for the most part), outside of special events and such, higher percentage drops are definitely worth the discussion though!
Mid-grade weapons, another thing I am so glad someone brought up!!! These items should matter, in a game that allows you to make such highly customization characters, you should need to have ESW or a GBH to be effective. Figuring out how to accomplish this would be the trick, all the more reason its worth the discussion though.
I agree, once again, in its hayday, having alchemy to make you and your guild SPG pots was great, and useful, same with making the high end Manu gear. I have not personally put much thought into how to make them viable again, but I agree they are worth looking into!

I love a big guild to raid with, farming parties, killing abby in abby map (not sc), killing clawturtles with volume turned up, being able to target summon on your enemies and follow the summon in circles in ml looking for your victim (LOL) and then finding & killing them (hehe), just mostly the pvp with friends.

I loved 50 people training MR in farm , spamming EB , then moving the group in 5 min coz some people were AFK , omfg the good old days.
30 people standing at the town entrance for noob dungeon !
Getting a righteous double axe and being really happy I would have gold to repair !
...being a lvl 97 robe MAGE with Earth worm strike !
20 people running to kill one Clay Golem xD

Wonder if it'd be worth just fixing the old HG and doing the wipe that would come with a "new game" anyway and just starting over with changes desired at the start.

The game was fun back in 99/2000 but the graphics and features are groosly outdated which is why I stopped playing it 10 years ago.
The game needs a complete rebuild from the ground up as it us ancient and new users who login would laugh and uninstall because it looks like something a 15 year old made in his computer science class by todays standards.
The best thing about the game was the PVP.
